Senior Leadership Update – Migration and Borders
Published 05/09/2025
“Dear colleagues,
Border security and tackling irregular migration are top priorities for the Prime Minister, the Home Secretary and this Government. Further to the senior staffing changes announced in August, Simon and I have been considering our migration and borders structures to ensure that we have the resources and capabilities to achieve the Government’s ambitions to end small boat crossings, exit asylum hotels and increase returns.
We are therefore making the following changes to our top level organisational structures.
First, to deliver the ambitious reforms to the asylum system we need to exit hotels and reduce the supported population. I have agreed with the Home Secretary and No.10 that we will establish a new Asylum Taskforce which, with support and resource from No. 10, MOD, MHCLG, and AGO, will be dedicated to delivering the Government’s commitment to exiting hotels and to reducing the supported population. Visas, Passports and Citizenship Services will now form a separate DG-led group.
After five excellent years as a DG in government, including two in the Home Office, Jo Rowland (DG Customer Services Group) will be leaving the department to take up a new position outside of the Civil Service. Simon and I would like to thank Jo for her strong commitment and leadership, and to wish her all the best in her new role.
Simon and I are in the process of appointing a DG who will lead the Asylum Taskforce. A DG recruitment campaign to lead the Visas, Passports and Citizenship Services Group will be launched next week. Until her departure, Jo will remain as the DG of Visas, Passports and Citizenship Services to support the transition while the campaign is run.
Simon and I are also looking at our wider migration and borders capabilities to ensure we can meet an evolving organised criminal threat in the Channel and to make the most of new counter terrorism-style powers proposed in the Border Security, Asylum and Immigration Bill. Just over a year since the Border Security Command was established, this is the right time to check it has the necessary accountability and authority to deliver its vital mission. We will set out further details later this month.
Thank you to all M&B colleagues for your ongoing work on these important Government priorities.
Dame Antonia Romeo DCB
Permanent Secretary”
