Scott Jennings delivered a detailed account of a widening fraud scandal inside Minnesota’s state government, focusing on allegations tied to Medicaid housing stabilization services and multiple federal indictments in Minneapolis.

Jennings credited reporting by Christopher Rufo for bringing the issue to national attention and described a series of cases involving fabricated companies, fraudulent medical claims, and the potential flow of taxpayer dollars to foreign terrorist organizations.

According to Jennings, the problems began inside the state’s Medicaid housing stabilization services, known as HSS.

He said the program “allows for Medicaid funding to be used for housing,” and explained how its cost expanded rapidly between 2020 and 2025.

Jennings said, “Now, when it started in 2020 the cost of this was $2.1 million next year, it was 21 million next year, 42 then 74 and finally, a $61 million program in the first half of 2025 alone, the program was shut down on August 1 of this year due to at least 77 payments having credible allegations of fraud.”

Jennings noted that the shutdown was followed by multiple federal actions.

He said, “After that happened on September the 18th, six Somalians in Minneapolis were indicted over this HSS fraud. Federal charges were brought by the US attorney there. This was just the first round of his indictments.” He added that the conduct involved “whole entire companies… being fabricated in order to take payments and steal funds.”

Jennings linked the HSS investigation to earlier fraud uncovered in a separate case.

“The same day that these fraudsters were indicted, another person from the Somalian community there pleaded guilty in a case called the Feeding Our Families case,” he said.

According to his description, “Feeding Our Families was a nonprofit primarily run by people in the Somali community in Minneapolis, they embezzled $250 million of relief hunger funds. This was one of the largest of the covid era fraud schemes.”

Jennings said another indictment followed within days.

“Just six days after this round of indictments went down, another one was served, this time for a woman named Asha Farhan Hassan, also from Minneapolis, she was involved in a $14 million fraud against the state.”

He explained the conduct involved false autism therapy claims: “Approach families in the community and have their children registered into autism therapy services, regardless if they had autism or not. Parents who took part in that scheme were given monthly kickbacks of somewhere between 315 $100.”

Jennings pointed to the growth of autism-related claims inside Minnesota’s HSS program between 2018 and 2023.

He said they rose “from $3 million to start to a whopping 100 million dollars.” Provider numbers also expanded sharply, according to his account, from 41 to 328 during the same period.

Jennings addressed where the stolen funds may have gone, saying, “If only it were as simple as fancy cars and expensive jewelry? But it’s not. It looks like it may have wound up in the hands of terrorists Al Shabaab, to be exact, that Al Shabaab the al Qaeda offshoot.”

He said money taken from Minnesota taxpayers was being sent abroad: “In 2023 about $1.7 billion wound up back in Somalia, of US taxpayer money.”

Jennings criticized Minnesota Governor Tim Walz, saying, “Tim Walz continues to be one of the worst governors in America. Congratulations to Gavin Newsom for being off the hook for now.”

He added, “Walz turned a blind eye to all of it, and now Minnesota taxpayers are footing the bill for terrorism in the Middle East.”

Jennings concluded that “if he doesn’t resign, at least, should be ousted in 2026 when his term is up, anyone complicit should be prosecuted,” and said there are still “serious questions about what’s going on in Minneapolis” as additional investigations continue.
