
New York City Councilwoman NYC Councilwoman sharply criticized a proposed policy she said would infringe on homeowners’ rights while also condemning the City Council for removing veterans-related legislation from a hearing agenda, calling both actions unacceptable and emblematic of government overreach.
Paladino’s remarks centered on a proposal that would require homeowners to give nonprofit organizations a six-month opportunity to purchase certain residential properties before a sale could proceed to another buyer.
She argued the measure would strip property owners of their fundamental right to decide who they sell their homes to.
“In regard to what we’re just talking about now. COPA, how wrong can a person be, or a body of a government be, when we start to take the individual rights away from the homeowner, whether it’s a two family house, three family house, four family house, what does it matter?” Paladino said.
“The fact is, the person owns the home, they have the right to sell the home to whomever they please.”
Paladino said the proposed requirement to involve city agencies before selling a home represents an unprecedented intrusion into private property decisions.
“The idea that we have to consult with the building department and give a six month period of time for someone else to make an offer is absolutely outrageous, and to say its government overreach is 100% true,” she said.
“This is absolutely maniacal.”

She questioned how city lawmakers could justify delaying or blocking a homeowner’s ability to sell to a willing buyer.
“I do not understand how this body works when it comes to individual citizens of this city,” Paladino said.
“This is overreach at its very best.”
Paladino also spoke from her own perspective as a property owner, arguing that homeowners who worked to acquire multifamily properties should not be subject to restrictions that interfere with private transactions.
“I’m a homeowner, homeowner, and no one is going to tell me, or anybody else I know that’s worked so damn hard to own a three or four family home that I have to submit the ability to sell my house first to the building department and then offer it up to a non for profit when my neighbor across the street may want to buy it and they have to wait six months,” she said.
“Nonsense. This is absolutely ridiculous.”
In addition to criticizing the housing proposal, Paladino expressed anger over the City Council’s handling of legislation aimed at supporting veterans.
She said the decision to remove veterans-related bills from the hearing agenda was indefensible.
“And also I want to just add to this hearing today, this this meeting today, that it’s absolutely ridiculous and and everybody in this room should be terribly embarrassed that we stripped off veterans bills today from today’s hearings,” Paladino said.
“Why? Why?”
She argued that the city failed those who served the country by sidelining the measures.
“When the men and women of this country deserve better treatment, and our city today that we passed in committee has failed to come through for our veterans, stripped it totally off the record for today, absolutely ridiculous,” she said.
Paladino concluded her remarks by condemning the council’s actions in strong terms.
“Thank you very much. And shameful. Shame. Shame on all of you,” she said.
