New evidence shows that a significant number of federal government employees are openly resisting President Donald Trump’s administration, according to a recently released survey and undercover video footage.
A survey conducted by the Napolitan Institute and pollster Scott Rasmussen, released last week, found that only 16% of government managers who voted for Kamala Harris in the last election would be willing to follow a legal order from President Trump if they personally disagreed with it.
Meanwhile, 76% of federal government managers who voted for Harris stated they would actively resist the Trump administration’s policies.

Scott Rasmussen, analyzing the results, concluded that “the Administrative State is not composed of thoughtful, nonpartisan experts who are making neutral decisions for voters.”
He added, “The deep partisan divide within the federal bureaucracy and the shifting public opinion present significant challenges for the current administration.”
The full report, titled “The Resistance: The First 100 Days,” details the survey’s findings.

Separately, Project Veritas has released a series of undercover videos providing direct evidence of federal employees discussing their efforts to bypass or defy the administration’s directives, particularly related to diversity, equity, and inclusion (DEI) programs.
In videos released on April 1, Project Veritas captured State Department foreign service officer Anthony Abate describing how DEI initiatives continued under different names despite executive orders targeting such programs.
“They like canceled DEI stuff, but people just like did it and called it something else,” Abate said, noting that terms like “multicultural activities” and “team building” were used as substitutes.
Renato Braghiere, a climate research scientist at NASA’s Jet Propulsion Laboratory in California, told an undercover journalist that proposals are being reworded to avoid terms disfavored by the administration.
“Now we have to be careful with writing proposals with terms like ‘climate change’ or whatever,” Braghiere said, suggesting that “natural hazards” could be used instead.

Earlier in February, Project Veritas released footage from an undercover investigation at the Department of Education.
Travis Combs, a branch chief at the department, revealed that citizenship status is not asked during enrollment processes.
“We’ve been able to keep that out of our federal statute,” Combs said, expressing concern that if Congress became aware, “there would be a lot of uproar” and that his division could be viewed as a “sanctuary program.”
Additional undercover footage published by O’Keefe Media, founded by James O’Keefe after his departure from Project Veritas, showed similar sentiments within the Department of Defense.
Nicholas Turman, identified as a branch chief at the DOD, was quoted saying, “The same guy [Trump] who tried to overthrow an election is just like, truly setting us down a path of dictatorship,” and adding, “We’re going to resist him. Everything he does.”

During President Trump’s first term, the administration faced numerous challenges from within the federal bureaucracy, as both appointed and career officials sought to obstruct policies and initiatives.
The issue of internal resistance has led the Trump administration to place a renewed focus on staffing positions with individuals aligned with the president’s agenda rather than making concessions to establishment figures.
As President Trump moves forward with his second term, administration officials have emphasized the need for a loyal and committed workforce to implement policies effectively and address the challenges posed by internal opposition.
