Cuban Illegal With Violent Past Charged with Executing Man in Front of His Family [WATCH]

A Cuban national illegally residing in the United States has been charged with the murder of a Texas man in front of his family, despite a lengthy criminal history and a standing deportation order that was never enforced.

Andres Fernandez De La Paz, 36, is accused of shooting and killing Ediesky Incencio Pineiro at point-blank range at Pineiro’s home in Harris County.

According to law enforcement sources cited by KPRC 2 News in Houston, De La Paz was under investigation by the FBI for involvement in a credit card skimming scheme prior to the murder charge.

His record includes previous arrests and criminal allegations, including a 2016 murder case in which he was accused of shooting two men, killing one.

That case was later dismissed by prosecutors who cited issues with proving guilt beyond a reasonable doubt and possible claims of self-defense.

More recently, De La Paz was arrested in June 2023 by the Sour Lake Police Department in Hardin County, Texas.

Officers discovered skimming devices in his vehicle during a traffic stop.

The police chief at the time stated that the stop occurred shortly after De La Paz and two others were observed placing a skimming device at a gas pump.

De La Paz had also been arrested twice in the past on charges of credit or debit card abuse and was facing a third such charge in Fort Bend County at the time of Pineiro’s killing.

Despite this record, De La Paz remained in the country illegally.

According to a statement from U.S. Immigration and Customs Enforcement (ICE), he was originally paroled into the United States on September 26, 2014, at the Brownsville Port of Entry.

The parole was set for a period of two years.

After failing to depart the U.S. at the conclusion of that term, he remained unlawfully in the country.

An immigration judge with the Justice Department’s Executive Office for Immigration Review issued a final order of removal for De La Paz on June 28, 2019.

However, the Cuban government refused to accept his repatriation, preventing ICE from carrying out the deportation.

“Since that time, Fernandez has continued to remain in the U.S. illegally and has been convicted of several criminal offenses including evading arrest and twice for credit or debit card abuse,” ICE said in a statement.

“Fernandez is also currently charged in Fort Bend County, Texas, with allegedly committing credit or debit card abuse for a third time.”

Pineiro’s wife, Raiza Cedeño Sosa, spoke to reporters in the aftermath of her husband’s killing. “He was a wonderful person. I don’t have any bad memories of him. He was a good father and friend,” she said.

Sosa also called for the harshest penalty available under the law for De La Paz.

“What I ask now from the justice system is justice for my husband’s death. Give him the maximum penalty they can give,” she said.

De La Paz had previously been in a relationship with Pineiro’s sister-in-law, who had been staying at the residence.

She told authorities that De La Paz had a history of violent and toxic behavior and had made previous threats against the family before fleeing to Mexico.

ICE confirmed that following his most recent arrest for homicide, an immigration detainer was lodged with the Harris County Jail to prevent De La Paz’s release from custody pending federal immigration action.
