Superintendent of the New Orleans Police Department (NOPD) Anne Kirkpatrick rode around in a pig-shaped golf cart Saturday at the New Orleans Jazz & Heritage Festival, according to footage obtained by the Daily Caller.
A video shows Kirkpatrick and the driver of the pig-shaped vehicle stopping to interact with festival goers and posing for a photo with a stuffed owl wearing a jersey and sunglasses. The vehicle appears to have the logo of the House of Hogs, a New Orleans-based barbecue team and nonprofit organization that fundraises for grants to develop “Hog Houses,” which offer free accommodations to families at children’s hospitals.
“That’s the chief of police,” someone can be heard saying.
Kirkpatrick’s decision to ride around publicly in a pig-shaped golf cart is curious as “pig” is often a derogatory word for law enforcement used by anti-police activists.
Democratic New Orleans Mayor LaToya Cantrell oversaw Kirkpatrick’s swearing in as the first confirmed woman superintendent of the NOPD in November 2023, according to a news release. Kirkpatrick had served in law enforcement for more than 35 years and had led police departments for 20 years, the release read.
She has faced criticism since the New Year’s Day terrorist attack in New Orleans. A Muslim extremist named Shamshud-Din Jabbar drove his truck through a busy Bourbon Street, resulting in 14 deaths and 57 injuries, authorities said. Some Louisiana officials have criticized Kirkpatrick’s preparation for the New Year celebrations and the Sugar Bowl, citing a lack of road barricades and bollards along Bourbon Street, according to New Orleans Public Radio. Bollards are pillars, often made with steel, intended for defense against attacks using vehicles.
The superintendent said she would not resign during a January council meeting. “I believe I can be that person who can lead us forward who can ask the right questions,” she added.
Police said they purposely kept down a hydraulic barrier intended to curb such an attack because it was known to malfunction, according to emails obtained by The Guardian. This reportedly prompted the barrier’s manufacturer to issue an urgent offer to inspect and provide maintenance without charge.
The Daily Caller previously reported that Kirkpatrick taught officers on topics “including, but not limited to, Bias and Diversity, Emotional Intelligence and Leading Generations” at the FBI’s Law Enforcement Executive Association’s Leadership Training Program, according to the NOPD’s website. The link to the relevant page shows a “404, Page Not Found” as of publication.
The Oakland Police Commission unanimously voted to fire Kirkpatrick after a three-year tenure as chief of the Oakland Police Department in February 2020, NBC Bay Area reported. Regina Jackson, the head of the commission, told the outlet she issued the motion.
“There are a lot of improvements, but the disparities continue to exist and there are a series of other issues that have just contributed to losing the confidence,” she said. “We didn’t think that she was going to be the most effective chief in Oakland.”
Kirkpatrick was involved in an August 2024 accident that injured a pedestrian, Fox 8 reported, citing police. She allegedly drove the vehicle that struck two pedestrians and sent one to the hospital. She issued an apology days later, according to the outlet.
“In this particular case, I was in error and I’m so sorry that this event occurred,” the superintendent said. “I apologize to the couple…I called last night and left a message but we must own accidents.”
The Daily Caller reached out the NOPD for comment but has not yet heard back.
