Appeals court blocks Trump’s push for mass federal firings

A federal appeals court on Friday rejected the Trump administration’s bid to pause a lower court ruling that blocked mass firings across more than a dozen federal agencies, keeping the layoffs on hold.

The ruling deals a major setback to President Donald Trump’s push to drastically shrink the federal workforce through reductions in force, which have remained paused since May 9, when U.S. District Judge Susan Illston ruled Trump cannot carry out such sweeping changes without congressional approval.

Twenty-one states urged a district court judge to uphold the executive branch’s authority over federal workforce decisions, warning against judicial overreach in an amicus brief obtained by the Daily Caller News Foundation. The brief responds to a lawsuit filed on April 28 by labor unions, local governments, and nonprofits—supported by the left-wing group Democracy Forward—seeking to block workforce reductions at more than 20 agencies under Trump’s February executive order.

The Trump administration asked the Supreme Court to lift a lower-court order blocking its plan to carry out “large-scale reductions in force” across 21 federal agencies, arguing the delay hampers efforts to streamline government operations. Solicitor General John Sauer said Judge Illston overstepped her authority by halting around 40 RIFs at agencies including DOGE, State, Treasury, and Veterans Affairs, and by forcing the government to retain employees deemed unnecessary.

Illston said the administration had failed to follow required legal procedures and emphasized that major agency overhauls require congressional involvement. Her order followed an April 28 lawsuit filed by labor unions, local governments, and nonprofits—backed by the progressive group Democracy Forward—and came as 21 states submitted an amicus brief urging the court to uphold the executive branch’s authority over federal workforce decisions and cautioning against judicial overreach.

The Trump administration did not immediately respond to a request for comment from the Daily Caller News Foundation.
