Town Passes New Law That Could Jail Or Fine Parents Whose Kids Cause ‘Public Disturbance’

Parents in Gloucester Township, New Jersey, could now face steep penalties if their children disrupt public events under a new ordinance adopted July 28.

Parents of a minor found guilty of causing a “public disturbance” may first be ordered by a judge to provide supervision of the child, according to the ordinance. A second offense carries sharper consequences: fines of up to $2,000, a maximum 90-day jail sentence or both. The measure defines a disturbance broadly, allowing police to cite unruly behavior at community events, parks or other public areas.

The law also outlines due process protections, requiring that parents receive written warnings and information sheets from police before penalties escalate. Support services — including social work referrals and parenting classes — are also provided for families struggling with discipline. The Gloucester Township Council passed the measure following a series of large disturbances, including a June 2024 township festival that was disrupted when hundreds of teenagers allegedly caused chaos during a drone light show, ABC News reported. Officers described being cursed at, spat on, and assaulted and police arrested 12 people, 10 of them juveniles between ages 13 and 17, ABC News reported.

“This is about parental responsibility,” Police Chief David Harkins told ABC. “We’re not looking to put anybody in jail. This is about warning parents and due process.”

No parents have yet been charged under the ordinance, but officials say the goal is to ensure parents remain accountable before youths enter the juvenile justice system, the outlet reported.
