According to government documents, Ofwat ran a “competitive” procurement process to pick the lucky advertising agency that will front the campaign – billed as “a significant milestone to transform public water use” across 16 water and sewage companies. At the time Starmer announced the quango was being axed in July, Ofwat had 398 full-time equivalent staff. Fast-forward to October and the headcount has actually risen to 445 pen-pushers. Time to pull the plug…
