A confidential FBI intelligence report shared with federal agencies in August 2020 detailed an unverified claim that the Chinese Communist Party (CCP) was producing and shipping fake U.S. driver’s licenses to individuals in the United States to generate fraudulent mail-in ballots in support of then-presidential candidate Joe Biden.
The report, reviewed by Just the News, was distributed by the FBI’s counterintelligence division before being abruptly recalled.
The intelligence bulletin, dated August 24, 2020, was marked as raw and uncorroborated, noting that the information came from a relatively new confidential human source who had been corroborated for less than a year.

The source relayed the information through a sub-source, and the FBI included a disclaimer emphasizing the report was “not finally evaluated intelligence.”
Despite its unverified status, the memo outlined specific allegations: that China had manufactured a significant number of fraudulent U.S. driver’s licenses and exported them to the U.S.
The intended purpose, according to the report, was to use the licenses to allow ineligible individuals, including Chinese nationals sympathetic to the CCP, to submit fraudulent mail-in ballots in the 2020 presidential election.
“The fraudulent driver’s licenses would allow tens of thousands of Chinese students and immigrants sympathetic to the Chinese Communist Party to vote for U.S. presidential candidate USPER Joe Biden despite not being eligible to vote in the United States,” the report stated.

The intelligence memo also alleged that the Chinese government obtained real U.S. citizens’ names, addresses, and identification numbers through TikTok data harvesting.
It said that “China had collected private US user data from millions of TikTok accounts, to include name, ID and address,” and used that data to craft driver’s licenses that included “true ID number and true address of US citizens,” making them harder to detect.
Shortly after distribution, the FBI issued a recall notice directing all intelligence agencies to delete the memo and destroy all copies.
“This report was recalled in order to re-interview the source. Recipients should destroy all copies of the original report and remove the original report from all computer holdings,” the recall stated.
Officials told Just the News that the recall may have prevented further investigation into potential foreign interference.
However, U.S. Customs and Border Protection reportedly intercepted 19,888 fake driver’s licenses—mostly originating from China and Hong Kong—in late July 2020. These were en route to various Midwestern states during the run-up to the election.
The report’s subject line summarized the concern: “Chinese Government Production and Export of Fraudulent US Driver’s Licenses to Chinese Sympathizers in the United States, in Order to Create Tens of Thousands of Fraudulent Mail-in Votes for US Presidential Candidate Joe Biden, in late August 2020.”

On Monday, FBI Director of Congressional Affairs Kash Patel sent the intelligence memo, along with another document, to Senate Judiciary Committee Chairman Chuck Grassley (R-IA). Grassley, in a follow-up statement Tuesday, called for deeper scrutiny of the FBI’s handling of the information.
“The document alleges serious national security concerns that need to be fully investigated by the FBI,” Grassley’s office said.
“Grassley is requesting additional documentation from the FBI to verify the production, and is urging the FBI to do its due diligence to investigate why the document was recalled, who recalled it and inform the American people of its findings.”
Patel confirmed the investigation is ongoing. “Thanks to the oversight work and partnership of Chairman Grassley, the FBI continues to provide unprecedented transparency at the people’s Bureau,” Patel told Just the News.
“To that end, we have located documents Chairman Grassley requested, which detail alarming allegations related to the 2020 U.S. election.”
Patel added, “Specifically, these include allegations of plans from the CCP to manufacture fake driver’s licenses and ship them into the United States for the purpose of facilitating fraudulent mail-in ballots—allegations which, while substantiated, were abruptly recalled and never disclosed to the public.”
