The United Nations Security Council voted Monday evening to approve President Donald Trump’s peace plan for Gaza, a major diplomatic victory providing an international mandate to rebuild the Gaza Strip following two years of conflict between Israel and Hamas.
The vote — from which two of the body’s five permanent members, Russia and China, abstained — of 13–0 in favor of the resolution represents a breakthrough in global affairs as the raging war left Israel largely isolated and under heavy criticism from the international community over claims of genocide, brutality, and other war crimes. The resolution endorsing Trump’s “Comprehensive Plan to End the Gaza Conflict” notably drew the support of regional powers including the United Arab Emirates, Egypt, Jordan, Saudi Arabia, and Qatar, as well as Indonesia, Turkey, and Pakistan, another member of the Security Council.

The newly adopted resolution calls for an International Stabilization Force to enter, demilitarize, and oversee the Gaza Strip. Governance of the devastated region would be implemented according to Trump’s 20-point peace plan, which includes a “Board of Peace” he will reportedly head along with presently undetermined partner nations.
The plan’s first phase established a delicate ceasefire, the release of the remaining living and deceased hostages, a limited withdrawal of Israel Defense Forces (IDF) from Gaza City, and increased humanitarian aid.

The second phase focuses on the disarming of Hamas as the IDF continues to reposition outside a buffer zone surrounding Gaza City. The plan projects a 20,000-troop enforcement force by participating nations — including those with Muslim majorities such as Indonesia and Azerbaijan — by 2026.

U.S. Ambassador to the United Nations Mike Waltz previewed the resolution as a “lifeline” for Gaza, which he referenced as “hell on earth.” He then praised the Council’s subsequent passage of the resolution as a “significant step towards a stable Gaza that will be able to prosper, and an environment that will allow Israel to live in security.”

The Board of Peace, he highlighted, would “coordinate the delivery of humanitarian assistance, facilitate Gaza’s development, and support a technocratic committee of Palestinians responsible for day-to-day operations of Gaza’s civil service and administration while the Palestinian Authority fully implements its reform program.”
As the only Arab member of the Council, Algeria’s ambassador to the United Nations, Amar Bendjama, thanked Trump for his efforts to bring peace to the region, but continued to advocate for the Palestinian people to be considered as the proposal is implemented.
“Genuine peace in the Middle East cannot be achieved without justice, justice for the Palestinian people, who have waited for decades for the creation of their independent state,” he said.
Walz reiterated the role of the United States as the Gaza conflict passed the day’s diplomatic milestone. “We look forward to working alongside the World Bank to that end, as it supports Gaza’s long-term redevelopment even as we address the immediate and dire humanitarian needs.”
