The Trump administration has given California a 60-day deadline to remove all references to gender identity from its federally funded sex education curriculum or risk losing grant funding, as reported by Fox News.
The directive was issued by the U.S. Department of Health and Human Services (HHS) in a notice to California’s Personal Responsibility Education Program (PREP), which receives federal support under a program intended to teach adolescents about abstinence, contraception, and sexually transmitted infections.

According to the HHS Administration for Children and Families (ACF), the review of California’s PREP materials began in March. The agency requested access to the curriculum to evaluate whether it complied with statutory requirements.

Following that review, ACF determined that several elements of the program—particularly those involving “gender ideology”—exceeded the scope authorized by federal law.
“The Trump administration will not tolerate the use of federal funds for programs that indoctrinate our children,” said ACF acting Assistant Secretary Andrew Gradison.
“The disturbing gender ideology content in California’s PREP materials is both unacceptable and well outside the program’s core purpose.”
The review found examples of lessons aimed at middle and high school students that introduced concepts such as transgenderism, non-binary identities, and social and medical transitioning.

One lesson intended for middle schoolers reads, “There are also people who don’t identify as boys or girls, but rather as transgender or gender queer.”
Another section directed at high school students explains social transitioning, medical transitioning, and the term “non-binary,” and claims that “gender identity is essentially a social status.”
Teacher training documents were also flagged. They instruct educators to refer to students by their self-identified gender and include definitions for terms such as “cisgender,” “agender,” “genderqueer,” and “genderfluid.”

ACF noted that these training materials go beyond the legislative intent of the PREP program, which was authorized by Congress to teach medically accurate and age-appropriate information about sexual health, abstinence, and prevention of HIV and STIs.
“The statute neither requires, supports, nor authorizes teaching students that gender identity is distinct from biological sex or that boys can identify as girls and vice versa,” the ACF notice stated.
The agency acknowledged that some of the flagged materials had been approved under a previous administration but called that approval a mistake. “The prior administration erred in allowing PREP grants to be used to teach students gender ideology,” ACF wrote.
California now has 60 days to revise and resubmit its PREP curriculum to remove all references to gender identity. Failure to comply could result in the suspension, withholding, or termination of federal funding for the program.
