Exec for nonprofit arm of San Fran police dept. embezzles enough to shut down operation, then she sues for backpay

A former nonprofit executive who’s been credibly accused of embezzling money to fund her personal expenses is now suing the same nonprofit for allegedly not properly compensating her for her supposed work.

Kyra Worthy, the former executive director of San Francisco SAFE, filed a $26,000 suit against the nonprofit and its last board chair, Dan Lawson, in court last Friday, according to the San Francisco Chronicle.

The nonprofit San Francisco SAFE, or SF Safe, was considered the nonprofit arm of the local San Francisco Police Department.

In January of last year, SF SAFE fired Worthy after an investigation by the city found that she’d “misused public money on luxury gift boxes, valet parking at an exclusive club, and limo services during a Lake Tahoe trip,” according to The San Francisco Standard.

This led to her termination, as well as the bombshell announcement by SF SAFE that its bank account was devoid of any money, which in turn led to the nonprofit being shut down “for the time being.”

As of September 2025, the nonprofit was still shuttered.

After her termination, Worthy immediately began demanding her final paycheck from the “very beginning,” according to Lawson.

Her former underlings are appalled at the fact that she’s filed suit. One of them told the Chronicle that they too never received their final paycheck, nor were they ever paid out for unused sick and vacation time.

But the underlings aren’t appalled at the nonprofit — they’re appalled by Worthy, the woman pretty much responsible for bankrupting SF SAFE with her selfish actions, now demanding the nonprofit pay her.

Speaking of her selfish actions, Worthy is also facing dozens of felonies for stealing from SF SAFE and misusing public funds. She was formally arrested on July 30, 2024.

According to Mission Local, the charges against her include “misappropriation of public money; submitting fraudulent invoices to a city department, theft from her nonprofit, SF SAFE; wage theft of some $80,000 from employees and failing to pay their withheld employee taxes; and writing checks with insufficient funds to defraud a bank.”

“Our investigation revealed evidence showing that Worthy embezzled more than $100,000 of SF SAFE funds, with most of the money taken in her first few years at SF SAFE,” the affidavit against her reads.

“Our investigation also revealed that, over time, as Worthy continuously spent SF SAFE’s money in extravagant ways, she put the organization deeply in debt and she ultimately committed a series of crimes to try to postpone the inevitable discovery that she had run SF SAFE into the ground,” the affidavit continues.

Moreover, it appears she’s a habitual abuser.

“The West Contra Costa Unified School District had demanded her past nonprofit, For Richmond, repay roughly $234,000 after finding that it had submitted false invoices and failed to deliver services,” the Chronicle notes. “Worthy was not charged over that matter.”

The beginning of the end for Worthy started in Sept. of 2023, when a company known as Applied Video Solutions complained to San Francisco’s district attorney that SF SAFE was late in underwriting $600,000 in surveillance cameras.

“The DA was informed at this time that an ‘individual donor’ — in fact, crypto billionaire Chris Larsen — was concerned, as a grant had been paid to SF SAFE to cover the camera installations,” according to Mission Local.

Then when the results of the city’s investigation in January of 2024 were revealed, “the dam broke.”

So how badly did she wind up screwing over SF SAFE?

“Despite SF SAFE receiving millions of dollars in public and private funds over the next five years [after she was hired in 2018], Ms. Worthy’s theft and mismanagement resulted in the 48-year-old charity having no assets and ceasing operations in January of 2024,” the affidavit notes.
