Former Democrat Gettysburg Mayor Arrested on Child Sex Crimes [WATCH]

Former Gettysburg Mayor Chad-Alan Carr, a Democrat, was arrested Friday on charges related to child sexual abuse and exploitation following his resignation earlier this month after serving just over two months as mayor of Gettysburg, Pennsylvania.

Carr, 48, of Gettysburg Borough, turned himself in to Pennsylvania State Police at approximately 11 a.m. on March 13.

Authorities charged him in Straban Township with two felony counts of photograph/film/depict on computer sex act and one misdemeanor count of corruption of minors.

According to investigators, the felony charges involve knowingly depicting a child engaged in a sexual act through a computer or other electronic means, an offense commonly associated with child sexual exploitation cases.

Officials stated that the charges carry a combined maximum potential sentence of nearly 30 years in prison if Carr is convicted on all counts.

Bail was set at $100,000, which Carr was unable to post.

As a result, he was placed in custody at the Adams County Adult Correctional Complex.

A preliminary hearing in the case is scheduled for March 20.

The investigation began after authorities received a report through Pennsylvania’s Childline system.

According to the affidavit of probable cause and details released by Adams County District Attorney Brian Sinnett, police received the Childline report on February 24.

The report indicated that a victim alleged Carr had engaged in grooming behavior, solicited photographs, and participated in sexual video chats and sexual acts over Skype.

Investigators later interviewed the alleged victim, who told authorities that he had known Carr since he was eight years old.

According to the affidavit, the victim said the inappropriate contact did not begin until several years later.

The victim stated that Carr became involved with Gettysburg High School musicals when the victim was 14 years old.

During that time, the victim described their interactions as initially neutral or negative.

According to the affidavit, the relationship between the two later changed.

The victim reported that Carr began showing increased kindness and attention during the victim’s sophomore and junior years of high school.

The affidavit indicates that these interactions occurred when the victim was approximately 16 to 17 years old, between 2011 and 2013.

Authorities said Carr allegedly requested that the victim communicate with him through non-school email contact methods.

Those communications later moved to Skype.

Carr allegedly referred to the communications as “late night talks,” according to investigators.

The affidavit states that during those online conversations the two exchanged sexually explicit messages and shared photographs.

Authorities also allege that the two engaged in mutual sexual acts over video at Carr’s direction.

Investigators noted that the allegations do not include claims of in-person sexual contact between Carr and the victim.

At the time the alleged conduct occurred, Carr was volunteering at Gettysburg High School and also served as executive director of the Gettysburg Community Theater.

Carr resigned as mayor in early March 2026. In his resignation statement, he cited a “personal legal matter” that he said was unrelated to borough business.

Following his resignation, Carr also stepped down from his role with the Gettysburg Community Theater.

Carr had been sworn in as mayor in January 2026 after previously serving on the Gettysburg Borough Council.

His resignation came roughly two months into his term as mayor.

With the position now vacant, the Gettysburg Borough Council has begun the process of identifying a replacement to fill the role.

The criminal case against Carr remains ongoing, with the preliminary hearing scheduled later this month in Adams County.
