Newly released records from the FBI have confirmed that Hillary Clinton personally approved efforts by her 2016 presidential campaign to link then-candidate Donald Trump to Russia.
The declassified annex from Special Counsel John Durham’s report was made public Thursday by Senator Chuck Grassley (R-IA), revealing previously classified details about the origins of the Trump-Russia collusion narrative.
According to the annex, the Clinton campaign developed and promoted a plan to falsely associate Donald Trump with Russian operatives in an effort to influence the outcome of the 2016 election.

FBI Director Christopher Wray and other top officials have since acknowledged the contents of the document, which exposes a deliberate political strategy to undermine Trump’s campaign through disinformation.
“The Durham annex contains previously classified information exposing a reported Clinton campaign plan to falsely tie President Donald Trump to Russia,” Senator Grassley said in a statement Thursday.
The annex was uncovered by FBI Director Kash Patel, who said it had been buried among thousands of records at FBI headquarters.

Patel, who served as chief investigator for the House Intelligence Committee during its inquiry into the Russia investigation, said the document confirms the Clinton campaign’s direct involvement in initiating the false Trump-Russia narrative.
“We uncovered this annex, along with thousands of other documents, buried in a back room at the FBI,” Patel stated.
“It revealed a highly classified piece of the Durham report: evidence that the Clinton campaign plotted to frame President Trump and fabricate the Russia collusion hoax.”
Patel added that his team worked closely with Senator Grassley to declassify the documents as quickly as possible so that the American public could view the findings firsthand.
“We worked with Chairman Grassley and declassified the documents immediately. And now the American people can see the truth for themselves,” Patel said.
“The Russia hoax was a disgrace that President Trump and our country should’ve never been put through.”

The annex adds to the findings in Special Counsel John Durham’s 2023 report, which concluded that federal agencies, including the FBI, acted on unverified and politically motivated intelligence when launching the Crossfire Hurricane investigation into the Trump campaign.
Durham’s full report detailed significant failures within the FBI, noting that senior officials relied on opposition research funded by the Clinton campaign—specifically the Steele dossier—without properly vetting the information.
The newly declassified annex appears to go further, documenting that Clinton herself approved the effort to manufacture links between Trump and Russian actors.
Patel emphasized that the release of the annex is only the beginning.
“This should be a step toward justice. There will be more to come,” he said.

The revelation is expected to reignite scrutiny of the 2016 election and the subsequent investigations and legal actions based on the discredited Russia collusion claims.
While multiple government probes failed to find evidence of coordination between the Trump campaign and Russian officials, the new annex provides further documentation that the original premise of the investigations was politically motivated.
