New allegations have surfaced against a Kentucky judge who was fatally shot in his chambers last year, with multiple women claiming he used his position to pressure them into sex-for-favors arrangements, as reported by The New York Post.
Judge Kevin Mullins of Letcher County was gunned down in his office on September 18, 2023. His longtime friend, Sheriff Shawn Stines, was arrested and charged with the killing. Stines pleaded not guilty and remains held without bond in an eastern Kentucky jail.

In a new interview with NewsNation’s Banfield, a woman named Tya Adams alleged that Mullins organized sex parties where women, many of them young, were coerced into sexual activity in exchange for leniency or money.

“We would do sex parties and perform shows and have sex with them for money, things like that,” Adams said. She described the conduct as “consensual,” but said that because of her age and vulnerability, she felt manipulated.
Adams said Mullins warned her not to speak about the parties and that she feared Child Protective Services would be used against her if she resisted. “They would make sure to make you feel as small and degraded and belittled as possible to take your power away,” she said.
She added that in the small community, such conduct was seen as normalized.
“The whole town was doing it. Nobody cares. They’re all swingers. It’s all a big party to them. It was just so normal.”

Sarah Davis, a former deputy jailer in Letcher County, told the outlet she was familiar with the stories. “Pretty much everybody in the county knows,” Davis said, adding that she had been invited to one of the gatherings herself.
The Kentucky judge who was shot by a sheriff is accused of having s*x with inmates from the jail in exchange for more lenient sentences.

The new claims add to prior allegations that Mullins had been implicated in sexual misconduct.
In 2022, during an investigation into then–Deputy Sheriff Ben Fields, who was later convicted of rape and sodomy of a female inmate, a woman named Sabrina Adkins told investigators she had seen Mullins engaged in sexual activity in his chambers.
Adkins also alleged Fields possessed videotapes showing sexual encounters in the judge’s office.
Authorities have not confirmed whether these allegations played any role in Mullins’ death. Surveillance footage reportedly showed Stines entering Mullins’ office on the day of the shooting, making phone calls to his daughter, and then opening fire.
He later surrendered and told police, “They’re trying to kidnap my wife and kid.” His attorney has described the killing as a “crime of passion” caused by an “extreme emotional disturbance.”
Mullins and Stines had been friends for decades and were seen having lunch together just hours before the shooting. Prosecutors continue to investigate whether the judge’s alleged conduct may be tied to the case.
