In response to a written question from James Cleverly, who asked what advice MHCLG has issued in the context of that flag-flying campaign, housing minister Miatta Fahnbulleh insisted that Starmer “has been clear that he supports the flying of flags across the country.” Not that councils had been told to keep them up…
Fahnbulleh said: “Where the subject has been raised we have been clear that everyone can make their own decisions, including local councils, on flying flags and that guidance exists to support them, such as ‘Flying flags: a plain English guide” – as set out in the Town and Country Planning (Control of Advertisements) Regulations 2007.” That guide says flags must not “impair the overall visual appearance of the site,” “obscure, or hinder the interpretation of official road, rail, waterway or aircraft signs“, and must “have the permission of the owner of the site on which they are displayed (this includes the Highway Authority if the sign is to be placed on highway land).” These are the excuses woke councils have used to remove innocuous flags from roads, lampposts and public places…
That same guide says you don’t need permission to raise any country’s flag. Fahbulleh added tellingly:
“It is important that the decisions taken by local authorities reflect the character and values of the communities they serve. Where symbols are used in ways that threaten public safety, it is right that action is taken to address this.“
That gets you to the point where councils offer therapy to staff who have to see the Union Jack…
