
Virginia Gov. Glenn Youngkin is urging voters to reject a proposed referendum he says would reverse earlier reforms designed to establish independent redistricting in the state.
In a message directed at voters ahead of early voting, Youngkin warned that the proposal represents what he described as a significant shift away from the nonpartisan redistricting system approved by Virginia voters in 2020.
“Virginia, it’s Glenn Youngkin. Tomorrow is your chance to stop the most partisan power grab in the history of our Commonwealth,” Youngkin said.

Youngkin referenced the 2020 vote in which Virginians approved a constitutional amendment creating an independent redistricting commission designed to draw legislative and congressional maps outside the direct control of lawmakers.
“Just six years ago, two thirds of Virginians spoke loud and clear when they voted to make independent, non partisan redistricting part of our Constitution,” Youngkin said.
According to the governor, the new referendum would reverse that decision and give political leaders more influence over the process.
“Now, far left politicians in the capital are trying to overturn the will of the people,” Youngkin said.
“Why? Because they want more power.”

Youngkin said the proposal could affect millions of residents if adopted.
“They want to disenfranchise millions of Virginians to gain more power for themselves,” he said.
He also criticized the proposed district maps, arguing that their shape indicates partisan motives behind the effort.
“All you need to do is look at the shape of the proposed maps to realize how shameless they are.”
Youngkin also cited past comments from former Democratic Rep. Abigail Spanberger regarding gerrymandering and redistricting.
“In 2020 then Congresswoman Abigail Spanberger said, quote, gerrymandering is detrimental to our democracy and weakens individual voices,” Youngkin said.
He continued by referencing another statement Spanberger made at the time.
“She said, quote, opposing redistricting should be a bipartisan priority.”
Youngkin said Spanberger reiterated a similar position during her campaign.
“And just last year, then candidate Abigail Spanberger promised on the campaign trail. Quote, I have no plan to redistrict Virginia.”
The governor said he agreed with Spanberger’s earlier position but believes she has changed her stance.
“I agree with Congresswoman and candidate Spanberger, but I strongly disagree with Governor Spanberger, who is now going back on her word today.”
Youngkin argued that voters should question whether the proposal would be temporary or permanent if approved.
“If Virginia liberals are going back on their word that partisan gerrymandering is bad and going back on their campaign promise to not pursue redistricting. How can you trust them that this partisan power grab will be temporary?”
He said voters should not trust assurances that the proposal would be limited in scope.
“The answer is you cannot trust them.”
Youngkin concluded by encouraging voters to oppose the measure when early voting begins.
“Early voting starts tomorrow on this referendum to permanently impose a partisan political power grab on Virginians and overturn the will of the people,” Youngkin said.
“I hope you’ll join me in voting no.”
