MSNBC law enforcement analyst Tom Manger said Wednesday on “Chris Jansing Reports” that “you can’t just assume” the motive of a shooter who attacked a Texas U.S. Immigration and Customs Enforcement (ICE) office, despite bullet casings marked with the phrase “Anti-ICE.”
Officials on Wednesday identified 29-year-old Joshua Jahn as the suspect accused of killing at least two people at the Dallas ICE facility. Asked about the ongoing case, Manger was asked what he believes investigators’ priority will be to “begin to answer the questions that are still out there.” (RELATED: ‘Go Straight To Hell’: JD Vance Condemns Democrats For Villainizing ICE Agents After Facility Shooting)
“Reviewing this individual’s phone, reviewing this individual’s computer, talking to family, friends of the assailant to try and get an idea of what kind of preparation was done, was anyone else involved? Is this another example of someone who was dealing with mental health issues? By going and analyzing this individual’s computer, you’re going to get an idea of how he was radicalized,” Manger said. “And he was radicalized to the point where he was prepared to go to a location, he had identified a target, identified a building, identified a cause, and was ready to not only take other people’s lives but to take his own life.”

“So we want to get to the bottom of all of those questions about how he got to that point, whether anyone was aware of what he was doing. I tell you, and I think Rob touched on it, you can’t just assume by that, what was written on that shell casing, that that’s necessarily his motivation,” Manger added. “He could have been doing that to, you know, thinking it was funny trying to put law enforcement on the wrong track. This is where when you analyze the person’s phone, computer, talk to his family and friends, that you get an idea of what his motivation perhaps really was.”
Around 6:40 a.m. local time, the 29-year-old opened fire on the Dallas facility where ICE’s Enforcement and Removal Operations conducts arrests and deportations. According to a statement from the Department of Homeland Security, the shooter “fired indiscriminately at the ICE building, including at a van in the sallyport where the victims were shot.”
No law enforcement officers were hurt during the attack, but the shooter killed two illegal immigrants before turning the gun on himself. FBI Director Kash Patel posted photos of shell casings from the attack on X, showing one engraved with the phrase “Anti-ICE.”
The same Texas facility had been targeted with a bomb threat in August, while other ICE facilities in the state were hit with shootings in July.
Since President Donald Trump’s crackdown on illegal immigration, Democrats have consistently pushed back against deportation efforts. Some, like Minnesota Gov. Tim Walz, have labeled ICE a “modern-day Gestapo,” while Texas Rep. Jasmine Crockett compared ICE agents to “slave patrols.”
