
Independent journalist Nick Shirley returned Tuesday to the Quality Learning Center in Minneapolis, the daycare facility at the center of his viral investigation into alleged fraud involving state-funded childcare programs in Minnesota.
Shirley was accompanied by his researcher, identified as “David,” with both men wearing matching sweatshirts emblazoned with the phrase “1-800 FRAUD.”

The sweatshirts also read “Quality ‘Learing’ Center,” a misspelling that mirrored signage associated with the Minneapolis facility that has become central to the allegations.
During the visit, David confirmed to reporters that he had filed a criminal complaint against Minnesota Gov. Tim Walz tied to the alleged fraud.

David said the complaint was filed several weeks ago and remains under review.
“I filed a formal criminal complaint against Tim Walz for violating Minnesota Statute 3.971, Subdivision 9,” David said, before confirming the timing of the filing.
“So there’s an investigation ongoing, and I think Tim’s going to have a bad day, and he deserves it, because he allowed this fraud.”
David further alleged that political considerations played a role in the state’s handling of the issue.
“Because he wanted the voting block that the Somalis represent, because they all vote in a block, and it’s 100,000 150,000,” he said.
“Who knows how many, but it’s so bad now that when we go to a facility, they’re already screaming, Nick Shirley, Nick Shirley, Nick Shirley!”
Shirley documented the visit on X, where he posted images showing himself and David standing outside the Quality Learing Center in matching sweatshirts.

The return visit came after the facility’s manager disputed Shirley’s earlier reporting, claiming the original video misrepresented the business.
According to the manager, Shirley filmed outside of posted operating hours and falsely implied the daycare was inactive or not serving children.
State officials and a daycare manager on Monday denied allegations of fraud tied to the facility, disputing claims that the center was closed or improperly collecting taxpayer funds.
They pushed back against the narrative presented in Shirley’s original video, which showed multiple state-funded daycare locations appearing inactive during his visits.
The allegations stem from Shirley’s viral video that documented visits to several daycare facilities receiving state childcare assistance money.
In the footage, Shirley questioned how certain locations could continue receiving taxpayer funds despite appearing to have no children present or limited visible activity.
The Quality Learning Center appeared inactive at the time of Shirley’s filming despite being listed as a recipient of state childcare assistance funds, according to the reporting presented in the video.
Shirley has maintained that the footage accurately reflected what he observed during his visits.
Shirley’s reporting quickly gained traction online, drawing reactions from high-profile figures across the political spectrum.
Rep. Mike Lawler, R-N.Y., Donald Trump Jr., and Elon Musk publicly praised Shirley’s work, while Gov. Walz and other Minnesota officials criticized the conclusions drawn from the video.
The controversy unfolded against the backdrop of broader scrutiny surrounding Minnesota’s social services programs.
Walz was already facing criticism as the scandal involved at least $1 billion lost to alleged social services fraud, much of it reportedly tied to Minneapolis’ Somali community.
During Tuesday’s visit, David reiterated that his criminal complaint against Walz was connected to what he described as widespread failures in oversight and enforcement related to state-funded childcare and social services programs.

The governor’s office has denied wrongdoing and rejected claims that Walz enabled or ignored fraud for political reasons.
State officials have said they are reviewing the allegations and have defended existing oversight mechanisms.
As scrutiny continues, Shirley has indicated he plans to keep investigating childcare facilities and social services programs across Minnesota.
His return to the Quality Learning Center, coupled with the filing of a criminal complaint, has further intensified attention on the state’s handling of alleged fraud and the political fallout surrounding the issue.
