A Texas foster mom is reportedly facing felony charges after a Nov. 22 incident where a mentally disabled woman was allegedly found locked inside a dog kennel.
Authorities charged Kandice “Candy” Thompson, 60, with injury to a disabled person and aggravated kidnapping, which are both first-degree felonies, Anson Police Chief Daniel Graziose told the Daily Caller by phone. Authorities also charged Thompson with assault with offensive contact (Class A misdemeanor), unlawful restraint of a disabled person (third-degree felony), and endangering a disabled individual (state jail felony), Graziose said.
Police initially arrested Thompson and released her on bond on Nov. 22. She was then arrested again on further aggravated kidnapping charges Nov. 24, according to News 4 San Antonio.
A concerned neighbor named Justin Anderson recorded video of the mentally disabled woman seemingly attempting to escape a dog kennel and contacted police. In the video, Anderson can be heard asking the young woman “is everything okay?” before he allegedly finds her inside the dog kennel calling for help.
Moments later, Thompson appears and Anderson confronts her about why she would allegedly lock a “special needs kid” inside a dog kennel. Anderson also tells Thompson he heard the young woman scream, according to the video. In another clip, Anderson comforts the young woman by telling her “just breathe” and “help is here.”

“I heard something that didn’t sound right at all,” Anderson recalled to the Daily Mail. Police said the woman was placed within the space Nov. 22 and yelled that she was scared and had to use the bathroom. Anderson allegedly overheard her calls for help. Graziose addressed the incident, according to News 4 San Antonio. “Officers responded, and they located a 22-year-old female locked in the backyard of the residence,” he said.
Thompson allegedly claimed the young woman had been “urinating everywhere and tearing her house up” when locals questioned her. The woman and her late husband, once a police chief, fostered over 50 children before he died in 2020, News 4 San Antonio reported. Two adult foster children were reportedly inside Thompson’s residence when she was arrested.
Graziose reiterated the seriousness of Thompson’s arrest. “For the city of Anson, we take it very serious, and we’re serious about protecting, especially our most vulnerable, citizens,” he told the outlet.
Thompson is being held at the Jones County Jail, according to News 4 San Antonio.
