Former President Joe Biden spoke out to defend his administration’s use of the autopen, insisting he maintained full control of the White House throughout his term.
President Donald Trump ordered an investigation Wednesday into the Biden administration, alleging that top officials used autopen signatures to ultimately make decisions for the commander in chief and conceal his cognitive decline.
“I made the decisions about the pardons, executive orders, legislation, and proclamations. Any suggestion that I didn’t is ridiculous and false,” Biden said in a statement Thursday to ABC News.
“This is nothing more than a distraction by Donald Trump and Congressional Republicans who are working to push disastrous legislation that would cut essential programs like Medicaid and raise costs on American families, all to pay for tax breaks for the ultra-wealthy and big corporations,” he added. In a Wednesday memo, Trump emphasized the power of the presidential signature, noting it can enact laws, shape national policy, appoint top officials, and grant pardons.
Trump accused aides to Biden of misusing presidential authority through the use of an autopen.
“In recent months, it has become increasingly apparent that former President Biden’s aides abused the power of Presidential signatures through the use of an autopen to conceal Biden’s cognitive decline and assert Article II authority,” Trump wrote.
“This conspiracy marks one of the most dangerous and concerning scandals in American history,” he continued. “The American public was purposefully shielded from discovering who wielded the executive power, all while Biden’s signature was deployed across thousands of documents to effect radical policy shifts.”

Trump further argued that the use of the autopen could undermine the legitimacy of Biden-era executive actions.
“Given clear indications that President Biden lacked the capacity to exercise his Presidential authority, if his advisors secretly used the mechanical signature pen to conceal this incapacity, while taking radical executive actions all in his name, that would constitute an unconstitutional wielding of the power of the Presidency, a circumstance that would have implications for the legality and validity of numerous executive actions undertaken in Biden’s name,” he added.
A fact-sheet posted on the White House website states that Trump believes Americans deserve to know whether Biden personally signed these documents — and, if not, who did and under what circumstances. “And you know what, they ought to find out who was using that autopen,” a statement from Trump on the fact sheet said. “Because whoever that person was, he or she was like the president of the United States … I think a president should sign it, not use an autopen. And we’re going to find out whether or not he knew what the hell he was doing. … So I think it’s something that we should really look at because that’s so important.”
“The real question – who ran the autopen, OK? Who ran the autopen? Because the things that were signed were signed illegally, in my opinion,” he added.

Since taking office again, Trump has conducted several public signing events. Some media outlets have acknowledged that Trump is well on his way to becoming one of the most accessible presidents in recent history.
House Oversight Committee Chairman James Comer announced Wednesday that he is intensifying their investigation into Biden’s health by requesting interviews with five senior White House officials, including former Chief of Staff Ron Klain and senior adviser Anita Dunn. Comer sent letters May 22 to Biden’s physician, Kevin O’Connor, and four senior aides — Neera Tanden, Anthony Bernal, Annie Tomasini, and Ashley Williams — requesting transcribed interviews to support the ongoing investigation.
