Soros DA Drops Murder Charge Against Suspect Who Allegedly Murdered Homeless Man

A George Soros-backed Virginia attorney dropped a murder charge against an individual who allegedly killed a homeless man at a bus stop outside Washington, D.C., according to legal documents.

Fairfax County Commonwealth’s Attorney Steve Descano decided Wednesday not to prosecute Robert Andrew Reed, 56, for second-degree murder, according to court records.  (RELATED: Democratic State Senator Claims ICE Is To Blame For Illegal Butchering Virginia Mom)

The final disposition states “nolle prosequi,” a Latin term that means the prosecution is not moving forward.

Reed was arrested in June following an investigation into the fatal stabbing of Marvin Waters, who was found by officers in the road with multiple stab wounds to the upper body, according to a Fairfax County Police statement. He succumbed to his injuries at the hospital.

Authorities later released a photo they believed showed Reed leaving the scene. The suspect was described as a “tall black male wearing a black shirt and blue jeans, carrying a black backpack, with facial hair.”

Reed was charged with two counts of possession with intent to distribute Schedule I/II drugs in addition to second-degree murder, police stated. He was transported to the Fairfax County Adult Detention Center, where he was being held without bond.

Reed is also “of no fixed address,” according to police.

Descano’s office said Thursday that video footage did not capture the actual stabbing, but investigators had video of Reed allegedly wearing clothing similar to the suspect, Fox 5 reported. He was arrested five days after the alleged stabbing, but forensic testing on Reed’s knife and other evidence produced no blood or DNA matches, the outlet said.

Court records show Reed remains in custody as prosecution moves forward with the drug-related charges. He was also charged with one count of unlawful wounding in February.

The nolle prosequi move would allow the state the possibility of re-prosecuting Reed for a second-degree murder charge if more evidence is found, a spokesperson told Fox 5.

This is one of several cases where suspects charged with murder had their charges dropped by Descano’s office.

A similar stabbing case was dropped Wednesday after a judge reportedly concluded there was not enough probable cause to prosecute 31-year-old Helena Little, who was charged with allegedly murdering her 79-year-old mother, according to Fox 5.

“Both cases were handled by experienced deputies in our office. We remain bound by the facts of each case, available evidence, and the rules of the American legal system,” Descano’s office told Fox 5 in a statement.

Internal emails obtained by Fox 5 through a Freedom of Information Act (FOIA) request showed that Fairfax police warned county prosecutors in November 2025 about a Sierra Leone national with more than 30 previous arrests — including on charges for malicious wounding, assault and rape.

The repeat offender was charged with second-degree murder after he allegedly fatally stabbed a 41-year-old woman at a bus stop in February.

“[A]gain, I want to share my concern that it is not a question of if, but rather when he will maliciously wound (or worse) again,” Mount Vernon District Station Commander Major Jeffrey Mauro warned prosecutors.

The Fairfax County biography of Descano, who was sworn in as the commonwealth’s attorney in 2020, said he used his office to undertake a “reform agenda aimed at mitigating racial and socioeconomic disparities and countering mass incarceration” within his county.

The website highlights Descano’s efforts to stop requesting cash bail and his introduction of a “new sentencing policy to address mass incarceration.”

In a 2022 New York Times op-ed on the Supreme Court’s overturning of Roe v. Wade, Descano said he realized the “real threat” may be posed by those who write the laws.

“I took my oath of office as prosecutor, and swore to protect my community from those who broke the law. The real threat, I now realize, may stem from those who write the law,” he wrote.

Election finance records show that the Justice and Public Safety PAC funneled more than $600,000 into the “Descano for Fairfax County Commonwealth’s Attorney — Steve: Committee” since 2019, according to the Virginia Public Access Project.

In 2019 alone, Justice and Public Safety PAC donated nearly $1 million to fund progressive candidates for Virginia prosecutors, according to The Washington Post.

Soros is a megadonor, and his Open Society Foundations have been linked to nonprofits funding leftist protests.

Descano’s office has not returned a request for comment from the Daily Caller as of publication.
