A climate advocacy group closely affiliated with Democratic activist Stacey Abrams collected more than $5 million in federal taxpayer funds before the Trump administration moved to terminate the grant earlier this year, according to newly reviewed tax documents, as reported by the Gateway Pundit.
The records show that Rewiring America, a nonprofit organization tied to Abrams, received the bulk of its funding through a $2 billion Environmental Protection Agency grant awarded during the Biden administration to a coalition known as Power Forward Communities.
The findings were first reported by the Washington Free Beacon and are based on recently filed tax disclosures.
Power Forward Communities was awarded the $2 billion grant by the Biden EPA in April 2024. Of the $9.5 million the group received by the end of 2024, more than $5 million was transferred directly to Rewiring America.
The tax filings indicate Power Forward Communities reported no other source of revenue, raising questions about whether the organization functioned primarily as a pass-through entity for taxpayer funds.
President Donald Trump previously raised concerns about Abrams’ involvement in the grant during remarks to Congress. “We know she’s involved,” Trump said, referring to the deal.
After Trump’s comments, several media outlets downplayed Abrams’ role.

The Washington Post claimed her involvement had been “vastly overblown,” while PolitiFact reported that Abrams was no longer working with Rewiring America. However, Abrams’ own website states otherwise.
“Stacey serves as a senior adviser and consultant for Rewiring America,” her site says.
Public records show Abrams served as senior counsel and senior adviser to Rewiring America from March 2023 through early 2025, a period that includes when the EPA grant was awarded and funds were distributed.
Despite later stating she had “no affiliation” with Power Forward Communities and played a minimal role in the grant process, tax filings and prior statements from Rewiring America officials suggest otherwise.
Ari Matusiak, the CEO of Rewiring America, previously said Abrams played a central role in securing the grant.
During a podcast last year, Matusiak said Abrams helped “put together” the Power Forward Communities coalition to apply for and win the funding.
Matusiak also said he helped draft the 2022 Biden legislation that created the $27 billion green fund that ultimately financed the grant.
The tax documents further show that Rewiring America received significantly more funding than other coalition members.
Local Initiatives Support received $244,756, United Way Worldwide received $145,013, Enterprise Green Accelerator received $73,866, and Habitat for Humanity International received no funding.
Power Forward Communities also reported spending $2.2 million of the EPA grant on unspecified expenses, $726,818 on salaries for executives and staff, and $310,500 on recruiting.
The filings list $206,250 in salary for Mayopoulos, who worked 20 hours per week. Mayopoulos also received an additional $181,121 from Rewiring America for consulting services.
EPA Administrator Lee Zeldin terminated the grant in March after investigative reporting brought the details to light. Zeldin announced the decision publicly on X.
“I proudly cancelled this grant in March, citing the rampant self-dealing, conflicts of interest, unqualified recipients, and reduced government oversight,” Zeldin wrote.
“The Trump EPA refuses to light taxpayer dollars on fire, which is exactly what the Biden Administration enthusiastically did. The days of these absurd green slush funds are OVER!”
In a separate statement to the Free Beacon, Zeldin said the tax filings confirmed the political nature of the grant.
“This revelation is the latest egregious example… of how, in rushing $20 billion out the door before President Trump took office, the Biden EPA doled out hard-earned tax dollars to unqualified recipients riddled with self-dealing and conflicts of interest, while intentionally reducing agency oversight,” Zeldin said.
Zeldin added, “Every single penny given to this Stacey Abrams-connected NGO last year was either sent to another pass-through entity or used to pay the salaries of its well-connected top officials. This is the same organization that earned only $100 in 2023 but was handed $2 BILLION in 2024 by the Biden EPA.”

Congress has since repealed the Greenhouse Gas Reduction Fund, and Zeldin said the Trump EPA has adopted a “zero tolerance policy towards any waste or abuse.”
