As Guido revealed last year Jonathan Powell has had extensive private contact with the Grandview Institution (GVI) – a Chinese ‘front organisation‘ think tank whose top staff have current or prior links with the country’s Ministry of State Security (espionage) and military intelligence. He did this through the UK-based charity Inter Mediate, which he founded in 2011…
Information obtained by Guido’s FOI Unit shows that Grandview and the FCDO have a disturbingly close relationship, including at least four official meetings between the department and the ‘think tank’ since August alone. Details of those:
- A lunch at Chevening with permanent secretary Olly Robbins on 15 October. Among items discussed was “Prospects for Peace between Russia and Ukraine”…
- A group meeting with an FCDO director on 22 October.
- ‘Coffee with Grandview to discuss [Redacted]’ on 24 August.
- ‘Lunch meeting with Grandview to discuss [Redacted]’ on 14 August.

UPDATE: Luke de Pulford of the Inter-Parliamentary Alliance on China tells Guido: “The Foreign Office has consistently shown willingness to engage with the nastiest side of the CCP in the hope that nobody would notice. It would be easier to believe that our national security was the first priority of government if we created some red lines around our engagement.”
