Whistleblower fired after exposing transportation office selling driver’s licenses to illegals for $200 each

Alleged whistleblower retaliation raised the specter of impeachment for a Democrat governor regarding an “under the table” scheme to get illegal aliens driver’s licenses.

Questions are being raised about what Kentucky Gov. Andy Beshear (D) knew and when he knew it after a report exposed blowback against a former Kentucky Transportation Cabinet employee (KYTC). Speaking with WDRB News, Melissa Moorman laid out how she was fired after informing her supervisor that employees were allegedly getting paid $200 multiple times a day to provide licenses to illegals.

“The employees were being paid under the table,” she explained to WDRB’s Gilbert Corsey. “I immediately let my supervisor know about it.”

Shared by the X account Libs of TikTok with calls for a “full investigation now,” Moorman had detailed that the illicit activity took place 4-5 times per day while she herself was training to be a supervisor at Louisville’s Nia Center Licensing Branch while working with Quantum Solutions staffing service.

In April, WDRB had obtained documents via an open records request that revealed KYTC had notified 1,546 recipients of “irregularities” in their licenses, detailing how they were “issued in error” and would be canceled for being “invalid.”

Two terminations had been confirmed, and Moorman went on to allege that two co-workers had used her computer login after her supervisor had asked her to share the credentials since not all employees had their own access. Those co-workers had allegedly invited the woman to join their “business venture.”

“I was asked to bring certain customers in. They are brought in to me without a sign-in, and you would scan their documents as usual,” she detailed as documents included birth certificates and social security cards that were made to look authentic. WDRB detailed that Kentucky law allows aliens to obtain driver’s licenses only if they can provide proof of residency and proof they are legally in the country.

Because driver’s licenses provide access to obtaining a voter registration card in Kentucky, social media users raised concerns that the scheme may have had an impact on election integrity if illegal aliens had been given access to vote.

In January 2025, a few months after submitting a letter to her supervisor about the matter, Moorman lost her job the same day a detective came to interview her.

Meanwhile, Kentucky Gov. Andy Beshear (D) had admitted to the outlet in April that there was an ongoing investigation related to driver’s licensing fraud, but when asked if there was an immigration component said, “Not that I’m aware of.” As WDRB’s investigation continued, Beshear’s office, Quantum Solutions, and KYTC declined to be interviewed on camera as the outlet sought the release of 2,300 court records.

As it happened, the same day WDRB released its latest report, KYTC announced that all appointments were canceled due to a “statewide network interruption.”

Reacting to the report, Kentucky state Rep. TJ Roberts made clear, “If Andy Beshear is confirmed to be involved in this, I will force a vote on impeaching him. Same goes for the Secretary of Transportation.”

Sure is suspicious timing, considering the recent revelations about the illegal driver’s license scheme that the Ky Driver’s License Bureau, Transportation Department and likely governor Andy Beshear were running. Looks like a coverup! I think you guys need investigate deeper.
